Strengthening Indian Agricultural research and policy for food and nutritional security and doubling farmers income

Best Delegation Award, presented by Shri M. Venkaiah Naidu, Former Vice President of India

Name: Ms. Hema Shree

Role: Member of Parliament

Event Context: In connection with the M.S. Swaminathan Centenary International Conference, New Delhi

"Agriculture and Uncertainties are conjoined twin now a days"

This is the reality of Indian farming. 86% of our farmers are small and marginal, cultivating less than 2 hectares. They till less than 50% of total farmland yet produce over 50% of our food grains. And yet, their average monthly income is just ₹10,218 (NSO 2022) — barely enough to sustain a family.

We must confront two pressing gaps:

  1. Hidden hunger and malnutrition affecting over 70% of women and children.
  2. Inequitable access to technology and government schemes among small and marginal farmers.

We must focus on inclusive, innovation-driven, and farmer-centric policies.

Here are the 3 policies that I submit to honourable chair to pass as a resolution:

Policy 1: Kisan Ola (Farmer Mobility & Market Access)

  • Just as urban citizens have taxi aggregators, farmers too deserve access to shared transport and machinery.
  • Introduce “Kisan Ola” hubs for equipment rentals and farm-to-market transport.
  • Farmers can directly reach markets, reduce dependence on middlemen, and earn higher margins.
  • Integrate with PM Gati Shakti to link villages with mandi networks and also strengthening primary processing centres.

Policy 2: Integrated Nutri-Crops (Bio fortified & Indigenous)

  • Train farmers in nutrient-rich, biofortified crop cultivation (iron millet, zinc wheat, vitamin A sweet potato, Moringa, Millets ).
  • Launch strategic extension activities to strengthen indigenous knowledge and traditional organic farming practices, blending them with modern research for holistic nutrition.
  • Provide subsidised seeds and promote low-chemical, sustainable farming to ensure better health and market appeal.

Policy 3: FPO Strengthening & Value Supply Chain

  • Encourage small farmers to form Farmer Producer Organisations (FPOs) for collective bargaining and branding. Integrate value supply chain management — from aggregation, storage, processing, to retail — so farmers capture more profit at every stage.Promote FPO produce with unique branding and tags (e.g., GI-based certification).Establish regional export hubs to meet standards and regulatory compliances, enabling FPOs to participate in domestic and global trade.
  • These three strategies — mobility, nutrition, and collective strength — can transform Indian agriculture. They tackle malnutrition, improve farmer income, and align with our vision of sustainable, resilient farming.
